Election for Majlis al-Nuwab (Moroccan Chamber of Representatives)

General Information

  • All 395 seats in the Moroccan Chamber of Representatives  

 

Government Structure:  

  • Assembly: bicameral Parliament (البرلمان) with a 120-seat Chamber of Councillors (مجلس المستشارين) and a 395-seat Chamber of Representatives (مجلس النواب) 

 

Electoral System: 

  • Under Article 47 of the 2011 Constitution, the King appoints the Head of Government from the political party that comes first in elections to the House of Representatives. 

  • The 120 seats of the House of Councillors are indirectly elected by electoral colleges comprised of territories authorities, professional chambers, employers’ organizations, and employees. Members serve 6-year terms. 

  • The 395 seats of the lower house, the Moroccan Chamber of Representatives, are elected for a term of five years. All seats are directly elected through list proportional representation. 305 seats are elected from local constituencies. The remaining 90 regional seats are distributed among Morocco’s 12 regions, with each regional constituency returning between three and 12 members. Candidate lists for the regional electoral constituencies must consist exclusively of women.   

In the last elections, the National Rally of Independents (RNI) won 102 seats (25.8%), the Authenticity and Modernity Party (PAM) won 87 seats (22%), the Istiqlal Party (PI) won 81 seats (20.5%), the Socialist Union of Popular Forces (USFP) won 34 seats (9%), the Popular Movement (MP) won 28 seats (8.6%), the Progress and Socialism Party (PPS) won 22 seats (5.57%), the Constitutional Union (UC) won 18 seats (5%), the Justice and Development Party (PJD) won 13 seats (3.29), the Democratic and Social Movement (MDS) won 5 seats (1.27%), the Front of Democratic Forces (FFD) won 3 seats (0.76%), and the Alliance of the Left Federation (AFG) and the Unified Socialist Party (PSU) both won 1 seat respectively. 

 

New this Election:  

Morocco passed political party and election reforms in advance of this election, requiring broader inclusion of women and young people in the foundation of parties, and establishing new rules around political finance.
