Assembly: Previously, Kazakhstan had a bicameral parliament consisting of a 50-seat Senate (Сенаты) and a 98-seat lower chamber known as the Mazhilis (Мәжіліс). A new Constitution came into force on 1 July 2026, after a 15 March 2026 referendum. Under the new legal framework Kazakhstan will have a unicameral National Congress (Kurultai) consisting of 145-seats.
Electoral System:

The President is directly elected by a simple majority vote and serves a 7-year, non-renewable term.

The President appoints the Prime Minister, who is subject to a vote of approval from the legislature.
Last Election:
The last elections for the Kazakh House of Representatives (Mazhilis) was held in March 2023. The Amanat Party won a majority of seats (62 of 98) and voter turnout was 53%. Senate seats were filled via indirect elections and presidential appointments in January of 2023.
This is the first election that Kazakhstan is holding after a 15 March 2026, referendum, which was followed by a new Constitution’s entry into force on 1 July 2026. With this new election, the country will transition from having a bicameral to a unicameral parliament.
