New/Unique in this Election:
Peru recently undertook electoral reforms that reestablished a bicameral parliament, removed restrictions on reelection for congressional members, allowed presidential candidates to run for a congressional seat at the same time, removing a mandate for parties to hold primaries, and removing the requirement for the Presidential cabinet be approved by Congress. Peru also amended the penal code since the last election, so political parties are not held criminally liable for the actions of their members.
