- Assembly: Oman has a bicameral Council of Oman (Majlis Oman) consisting of the Council of State (Majlis al-Dawla) with 83 seats and the Consultative Assembly (Majlis al-Shura) with 84 seats.
Description of electoral system:
- The Sultan and Prime Minister is hereditary head of state.
- In the Council of State (Majlis al-Dawla) 83 members are appointed by the monarch*. In the Consultative Assembly (Majlis al-Shura), 84 members are elected by plurality vote to serve 4-year terms.**
*Members of the Majlis al-Dawla are appointed by the Sultan and have mainly advisory powers. However, after the political reforms of 2011, all legislation from the Consultative Assembly is referred to the State Council for approval or amendment. Drafts must be approved by both chambers before being submitted to the Sultan.
**Members of the Majlis al-Shura are elected from 59 multi-member and single-member electoral districts. Districts with a population over 30,000 have two representatives. As of 2011, the Chairman is indirectly elected by the members of the Assembly.
